Cybersecurity is often framed as the defense of networks and data. At the state level, however, the scope is much broader. Cyber capabilities are now an integral part of foreign policy, intelligence, and military deterrence.
The Record reported the appointment of the new commander of the British National Cyber Force. Beyond the individual, the role itself reflects this transformation: the UK considers cyber operations a permanent component of national security.
Cyberspace is not a separate theater
A cyberattack can target communications, logistics, public services, or military capabilities. This is why digital operations are increasingly integrated with intelligence and conventional activities.
The distinction between “cyber warfare” and the rest of warfare is therefore becoming less useful.
Deterrence is difficult when you cannot see the attacker
In the physical world, attributing a missile is relatively straightforward. In cyberspace, an operation can route through compromised infrastructure across multiple countries and rely on proxy groups.
This makes it more complex to respond and credibly communicate which behaviors will trigger consequences.
Democracies must also explain the limits
Offensive cyber capabilities are inherently opaque. But precisely for this reason, democratic governments must define criteria, political oversight, and accountability.
Operational secrecy cannot become an absence of governance.
Cybersecurity has become geopolitical
Protecting a company or a ministry no longer simply means stopping criminals looking for money. It can mean defending against actors tied to state interests, espionage campaigns, or the preparation of infrastructure for future crises.
This is why cyber expertise is entering the highest levels of national security.
The new commander inherits a mission set to grow
The National Cyber Force represents a broader trend: states are building permanent structures to operate in the digital domain, not merely react to incidents.
Cyberspace will not replace diplomacy or the armed forces. But it will increasingly determine how well both can function.
